That article had absolutely nothing to do with their delivery method. AT&T in no way plans to make HBO an online platform like Netflix.
The article is about how they choose their shows and produce them. HBO is carefully curated and they tend not to just greenlight every piece of #### that comes their way and hope it sticks, which is exactly what Netflix does.
It also points out that HBO is hugely profitable and Netflix and other streaming services are not. AT&T wants HBO to be a crappy network pumping out high volume of low quality garbage so that they can use the data they gather to monetize their customers in other ways. AT&T doesn't care at all about making good shows. They care about harvesting HBO viewers to sell them other crap.
