As mentioned above Sukiyaki House and Sushi Bar Zipang are two of the best.
Fish quality and freshness is the biggest difference. You usually won’t be able to tell much difference between places if all you order is rolls. But straight nigiri sushi and sashimi quality can vary widely. Higher end places will get some rarer types of fish here.
Want to really see quality? Go to one of the good places and get the omakase. Basically a chefs tasting of what he thinks is the best and freshest fish.
I’ve had a bit of omakase from sukiyaki house and zipang is one of my favourites. Actually had some really good fish quality at gori and gun as well
