I suspect there were 2 factors.
At the start of the season, depending on how things played out, they were likely open to the idea of reacquiring Gio at the deadline in a deal similar to what the Leafs gave up for him.
Also, as you say, there's also a chance that they were going to offer the C to Tkachuk, but only after he signed a long-term extension.
