In my work, I pay Dr. Lo for consultations privately, and there's still a wait. If you're waiting for a consultation through AHS, I don't think that 4 months is that too long for a specialist referral.
If I might ask, what physiotherapist are you using? I recently had lunch with a physiotherapist we often work with, and she didn't mince words about some physiotherapists around the city that aren't properly trained or otherwise don't have the requisite expertise. I can give you her name if you'd like to try a new clinic.
