The challenge you have is that the league generally had a salary structure in place that divided the wealth between top and bottom players in a certain way, then a couple of reckless GMs with the leverage went and broke the RFA market to pay them like UFAs. And for no real logical reason.

Top players don’t really do any more than they used to, so why significantly change the proportion of cap allocated to their salaries?
