Short answer: Because B.C. has a minority provincial government propped up by the Greens. And the courts do not care how popular a project is, only whether it's met legal conditions.
Longer answer: Political culture in Canada =/= popular attitudes in Canada. There's
an article in the National Post today about how the political 'consensus' around abortion in Canada is nothing close to representative of the public attitudes about the issue.
