It was free on PS Plus a few years ago IIRC. I have it on Playstation but it doesn't seem right to play a city simulator on a console.
I played it on PC and every now and then will boot up my insane city build I made years ago to just watch the traffic flow. I had a lot of traffic problems and my solution was just to extend all the roads to an insane lengthy maze for anybody to get anywhere. It solved the congestion but it took like an hour for someone to get through the whole thing to their destination lol. They didn't complain as long as they weren't in a traffic jam.
