There was contact.
The ref was perfectly positioned to call the foul.
The on pitch decision was a penalty. Was it soft? Possibly.
VAR can only intervene if there is evidence that the ref has made a clear and obvious error.
There was zero evidence of that in this case.
Therefore the decision stood.
Nothing "astonishing" about it at all.
