Was in San Diego for Comic Con and they were tossed everywhere blocking the sidewalks and strewn in front of various patios in the gas lamp quarter. Restaurants playing games having servers carrying them away across the street to dump them like hot potatoes at other patios while the scooter alarms were going off constantly.
Was on a full shuttle to the convention center and we watched a guy weaving in and out of traffic eat the trunk of car that he was following. Went down in a heap and looked like he lost a tooth or two.
Never saw a single person with a helmet through the week.
