For example I have Andreas Johnsson who is 68 OVR and 27 years old. He is above the threshold rating wise, but is older than 23, so can stay in the AHL for his new contract signing.
On the other hand I also have Casey Mittlestadt who is also 68 OVR. He is 23 years old though, so has to be called up when I want to re-sign UFAs or participate in the bidding.
