I think it is pretty safe to say this was just a lack in judgement. The officer probably thought he was doing the right thing but obviously it did not go as planned. In hindsight Proper procedure should be call a Wildlife officer and let them deal with it.
Hopefully in light of this incident people can agree on a protocol in these situations. This will get totally blown out of proportion.
