But I did. It backfired because it always gets called, even when the whistles are put away and nothing else gets called. As a result, it often affects the outcomes of games. And considering that it is an unintentional bounce, from an oddly shaped piece of rubber that is knocked around on ice with sticks, that is an unduly punitive result for the action.

And yes, while it goes directly off the defender's stick, it is never a clear (intended) shot, it is always a bad bounce.

Icing is often intentional - same result, no penalty.
