I agree to an extent. However, for those people that can't stock up using Pokestops this can be super frustrating.
Wasting 10+ Pokeballs and Razz Berries on what should be an easily captured Pokemon (common type and low CP) is rough when you have a limited supply of balls and very little access to Pokestops.
I had to spend an hour and a half stocking up yesterday at a park on the opposite end of the city, and I've dwindled down from 52 pokeballs to 23 and only caught 4 Pokemon...2 of which were under 150 CP (I'm currently level 14).
