With enbridge you are making a bet that the courts won’t enforce an order from Michigan to shut down the pipeline because the governor doesn’t have jurisdiction.
I would say that the risk is priced in but it will rank of shutdown and rise if no injunction. It’s Schrodingers Pipeline.
