I gather the south end is newer and has much of the good shopping. In general, the farther you are from "downtown" the better off you are due to the decay of those neighborhoods. But seriously, what does it take to drive cross town, 15 min?
The area around Martin isn't the greatest, but not nearly the worst.

The area around Taylor Field is pretty bad.

For the most part, the newer areas are the good ones. Glencairn, McCarthy Park and Sherwood estates are areas newer than 1970 or so and aren't that good.

The East end is where most of the development is. The North West end also has alot of development.

The south end doesn't have much for new development right now (they are opening another subdivision there in about a year). There hasn't been any new houses in there since 1990 or so (aside from the odd one). Despite not having much for development, the south end is still a very nice area to live in.

If you want to live downtown, the Cathedral area is very nice.

The best area in town is Wascana View. Windsor Park, Albert Park, Lakeridge, Maple Ridge, Westhill and Fairways West (I'm building in Fairways West) are very nice areas too!!

You are right though, you can go from one end of the city to the other in 15 minutes. The rush hour drive downtown is no more than 20 minutes. Traffic is very good here.
