What ever the UN decides to do to Israel, or the United States for that matter, is irrelevant. Both countries routinely whine and cry about issues that affect them but, at the same time, wave the middle finger to the same body for their actions. A resolution can be passed against Israel, but the US will just veto it (they have done so in each of the last 23 resolutions passed against Israel). Until the two most rogue nations of the world (the US and Israel) start following international law and observing international accords, there is little anyone can do to stop them from doing what they do, without full out world war. A change in foreign policy by both countries is needed for issues to be resolved.
