There is a very good reason why Syria has kept this under raps. The Israelis are claiming the target was a shipment of weapons that was illegally being transported to Hezbollah from Iran. Syria claims to not be interferring with Lebanese politics. They can't very well stand before the UN general assembly and say that Israel blew up their illegal weopans. It would be the equivalent of a drug dealer reporting stolen drugs to the police.
Technically Israel and Syria are still in a state or war too, so I don't think the UN can really do much about it anyway.
