They are commonly used in large scale natural distasters when the infrastructure goes down. They were widely used early on during the flooding of New Orleans to relay messages between centers and to send messages for rescue. The cell and radio systems were otherwise out of commission and HAM operators with their generators and large transmit range really helped.

Can't recall any times they've been utilized to that extent in Canada... closest I bet would be the Quebec ice storm.
