Right and wrong
If he's in the passing lane doing below the speed limit and impeding traffic he can be sited, but in an urban road way if he's traveling at the speed limit and someone is tailgating him or driving in an improper manner (flashing lights, snugging up or honking his horn incessantly) he can be pulled over for wreckless endangerment.
