Bin Laden has to offer his religion to the enemy for his actions to be justified by the religion. Basically he is just checking off one of the items in the 'to do list' for a justifiable jihad.
Always remember, "peaceful coexistence as equals in a pluralistic society" isn't one of the choices.

Osama is trying to cover up the fact that he did not offer choice "1" before the attacks of 9-11. To be honest given the blurry video of his face I suspect that he is dead and his followers are taking old tapes and dubbing over them. Every September they send out a "threat" and hope some "home-grown" jihadist does something about.
