Should be interesting to have the confidence vote on Afghanistan as no one really seems to want an election at this point (including the public), but there are a lot of strong feelings on this topic.
Its simple Parlimentary process, Harper wants to start the session with the throne speech so that he can table key issues and force the opposition to either work them or force an election.

Its no different then the stuff that the Liberal's pulled off multiple times in the past. Chretian did the same thing more then once, and he also canceled the opposition days as well.

I think that the Law and Order program will be bought back into play. Harper is also giving his new cabinet ministers a chance to get thier message across including Peter McKay who will likely take the next month to fully communicate on the Afghan mission.
