He probably just reduced the charge on the ticket from, say 30kmph over the limit to something less. The lesser charge carries fewer demerits and a lower fine. Technically, this is the same thing that the first appearance crown does. They don't reduce the fine/demerits per se but reduce the charge. Like murder to manslaugher.
