I don't think there's really another way. Basically this guy was an employee of the school board, so he would be working at one or more schools. He was a supervisor himself, so that meant they were paying one extra guy to just be there to make sure the workers were doing their job a;ready. You are suggesting his boss should have hung out at the school too- just to watch the first guy. To what end though? How many levels up have to sit there watching their underlings?
