You are mistaking "work" with "being in the building until the whistle blows".
I don't know if this guy was a good employee or not, but if they couldn't tell if he was doing his job properly by other means then he must have been doing it right. So who cares if he clears out early? He's been there for 21 years for crying out loud. I'll bet he's a hell of a lot better at it than the guy who replaces him, but I'm sure that guy won't leave early. Probably take a lot longer to actually do the work than the fired guy, and cost more in the end, but at least he was in the building.
