I think the answer to your question is:

No. Individuals who are 18 years of age or older on February 27, 2001, do not qualify for citizenship under the CCA, even if they meet all other criteria. If they wish to become U.S. citizens, they must apply for naturalization and meet eligibility requirements that currently exist for adult lawful permanent residents.

At which point your next step would be to complete the N-400 form and follow the guidelines in the Naturalization Guide.

The whole process will take you about a year if you're living in the States. Not sure how long it takes residing outside of the States.
thanks, though it was merely just for curiosity. i have no intention of living in the states anytime soon, though you can never predict the future too far down
