There is no reason that a future deal cannot be announced just because they haven't cleared next year's space yet, if that is their intention.
Teams have made signings taking effect in the future that put them over the future cap before. Vegas is probably one of those teams. They just say "yeah we signed, and we will make it work". And they invariably do. The only day that counts for next year's cap is day one of the season.
