The tiers are only respective of the team, they are not league standards.
So those are Winnipeg's top tier guys, but that means nothing relative to other teams. Stupid way to do it, IMO, because you can't compare. Makes more sense to give everyone a grade, then you can say here are the As, here are the Bs, etc. That way you can compare one team's As with another's.
