The idea that clawbacks should occur before the threshold of a living wage, is just plain evil. This happens with all government programs. If you have to pay back a supplemental income that you have qualified for, once you make more than 700 dollars, than the implication is that you must live in severe poverty is you are disabled, lost your job ect.
Its policy that creates homelessness, depression, crime...
