I know that for Calgary, a 'single piece of info' is the bare minimum we can try to work with, like a phone number or an address. But we always warn that with that little info, the chances of successfully finding someone aren't great. Telecomms will only (as they should) release info to police in life/death/exigent circumstances.
I also know that for Calgary, if you haven't had contact with the person for a year or more, the report won't be taken over the phone, you'll be referred directly to the Missing Persons Unit. I imagine that Hamilton is pretty similar.
