I think they can only make one deal because of the retention slots left, and they are keeping this rolling hoping someone steps up and takes one of them without retention allowing them to move both.
Recent retention history suggests it's not a Flames reluctance to use a slot.
It's number of slots left.
(Kadri for 3 years is a different animal though both in total dollars and the uncertainty you build by having a slot tied up that long)
