Youth hockey (and historically ringette) participation leads to a lot of speed skaters. All roads in Canada lead to an ice surface sooner or later. Including community and backyard rinks.
I'm not sure what the situation is really like in Norway, but I'm guessing nordic skiing isn't relegated to second-class beg/borrow/volunteer status at a few golf courses per city. OTOH hockey would be more niche and less resourced there.
