Medicine Hat has a specific exemption allowing the municipality to own the mineral rights within city limits. I believe the practice dates back to the days when Rudyard Kipling described Medicine Hat as having ‘all hell for a basement’ because of its natural gas deposits. It's been renewed from time to time by various provincial governments.
