The news story posted earlier actually says that the police reviewed the video after the "complaint" was made, not after the charges were laid. It could have been after the charges were laid because both would be after the complaint.
I am not sure if the order of operations really matters that much, but if they did review the video and then decided on what charges should be applied, that could suggest that the McKenna's role was more egregious than just being unexpected accosted when he left the bar.
