I recall vividly, because I ran up against that law myself before I turned 21. My idiot stepbrother was meeting me at an airport in California, and he insisted on dragging me into a bar in the terminal so he could have a drink. The waitress refused to serve either of us until I left, so my stepbrother never did get his drink. (I didn't want one.)
Why, yes, my stepbrother drove me away from the airport, so
he was planning to drink and drive. But it was vitally important that
I not be allowed to sit at a table in the bar.
