I keep trying to think about what the play is. I guess they try to harvest sound bites to make this more bait for the rage farm.
However, what this really shows is more hypocrisy. The UCP cry about overreach but demonstrate overreach in both directions at every chance they get. They mess with municipalities and continuously threaten them with takeover or dissolution. They also attack and meddle with the Feds, fight their programs and their agendas and try to take over and deviate things that the Feds are responsible for.
I would really hope that Carney punches back, hard. It is the only way to deal with these weak wannabe dictators like Smith.
It could be a really short letter:
"We tried to work with the Alberta government but their unreasonable demands and overreach into areas that are not their concern are making us reconsider previous agreements."
Following that, the Feds should trigger
Disallowance and strike down all of the Notwithstanding Clause legislation in Alberta.
Then let the fireworks really go. The UCP will quickly find out how little support they actually have to be an embarassment on the national stage.
