In his defense, wrapping up a story like this is much harder than just jotting down whatever cool ideas you come up with. The classic example was "Lost". Great for creating a bunch of interesting mysteries. They did not stick the landing with the ending though.

"Lost" is a great example. My understanding was that it was supposed to be a mini-series and then it got popular and to milk all the cash they could out of it they just made crap up as they went along.
Which, honestly, appears to be GRRM's MO as well and lo and behold, with no over-arching plan...it tends to end in a mess.
