I wouldn't say they are rebuilding, as there wasn't much here to begin with. They are definitely building something but I think a true rebuild would entail moving out big names under term for multiple high end futures.
That's all to say, the more interesting question to me, is how does one define a rebuild? Is it simply leaning into a tank for one season like the Flames seem to be doing? Or is it trying to finish at the bottom like SJ/ CHI for multiple years in a row?
Everyone knows the Flames have been moving out vets with multiple years on their contracts and all UFAs. We've seen a focus on acquiring young players with upside and early draft picks. The team also hasn't signed a high profile free agent in years, nor have they traded for one. I think if they move out Kadri and don't bring in a similar caliber vet C, we can safely say the team has chosen not to be competitive for a few seasons. Most fans would have to agree that we are in a definitive rebuild at that point.
