It's absolutely ideal that 26% of homes are occupied by people who don't bank, educate, grocery shop, have doctors, etc. in town yet pay the same taxes as people who use municipal services and infrastructure 24/7. If you were to take those homes and turn them into places occupied full time you'd need to expand so many things.
