I guess when I was reffering to them drinking, it was more the traditional sense, the fact that they pass the beers around and then pour them on the sidewalk. It's actually a pretty common traditionm amonsgt certain groups of people. But if they were just sitting around all day drinking and possibly causing problems to passerbys, then that is a completely different story.
