It's also a drug-addled dork trying to express... something, and it ended up being a dead ringer for a Nazi salute. There's a non-zero chance that that wasn't his intention, but if it wasn't he should have defended himself by claiming it was an accident and he wouldn't do that purposely. Instead he tried to play it off as something else, which made him look 100% guilty.
