I'm less sold that he was signed earlier in the season.
My guess is 3/4 were signed (Steinberg pretty much confirmed this tonight) and Conroy not being signed had more to do with some assurances he wanted and not the organizations decision.
My guess is the absolute backlash caused the Flames to make some concessions and get it done.
Both Francis and Steinberg also said they had been told Conroy was not done in the last week alone
