Yeah, that's also why I assumed the "new" 32" TV Reaper got ended up being a dud. They don't bother trying hard to make something really good in that size range these days. The margins and headaches on those probably suck compared the the 40-43" range.
Like, without going on rtings, I think something like this for $160 might be solid and it's 1080p, but I think if he keeps buying "new" 720p/1080p tvs, they'll be more budget/disposable than a quality TV to use for a long time. The 40" is $200 and also 1080p.

If truly aiming for something quality, then maybe something like this 32" from LG would be one I'd consider the most for $200.

There's lots of 40-43" TVs in the $300-500 range too if Reaper wants the size upgrade. I think that's where the quality TVs may be vs the <40" range.
