Well there are some numbers for 2025 available. Yellowstone NP for 2025 through July has still seen an increase in visitation over 2024, which was close to a record year for the park. So your statement of tanking numbers as it relates to Yellowstone NP is definitely incorrect thus far.

An increase in visitation would be expected just based on population growth. It doesn't mention foreign tourists specifically, which is kind of the more relevant factor since they would be the ones further deterred by the fee increase.
I would be surprised if foreign tourism to national parks has increased in 2025, but anything's possible.
