How urgent they are depends on how badly they want the player.

As I said, that's not the only factor. If the player is going to be available anyway at a later day, that makes a trade a lot less urgent than of he is actively being shopped around and you know a competitor might snatch them before you do.
Creating a sense of urgency is pretty basic salesmanship, as is trying to create a bidding war.
