Is there any suggested plans or companies I should look at? He doesn’t need more than 1gb a month and he doesn’t need much in the way of talk minutes.
Where possible, be a subscriber on a BYOD plan. Carrier's recognize they are more price sensitive, have the higher churn metrics, and the plans are more aggressively priced. Amortizing the hardware, leads to entanglement, and ease of retention.

Basically, I'm suggesting buying the hardware outright -- there are value/refurb plays too - Openbox, GetOrchard, Amazon Certified Refurbished, Carrier (Apple/Samsung) Refurbished, heck FB Marketplace/calgarypuck even.
