This is part that bugs me. I agree there are no guarantees that you get a superstar in the top 3. However the Dallas model involved getting star players in the late 1st and early 2nd rounds. Simply getting better at drafting and developing doesn't guarantee you get those players in the 20s or 30s. And if you're that good at drafting, then you can get even better players in the top 3.
