With over 1,200 of them, Calgary likely has the most playground zones of any North American city, so it isn't unreasonable that you go to another city and notice a dearth of the things by comparison.
The problem with the way Calgary does it is, well, read the above. The article is from 2019, but it won't surprise anyone which three it calls out as being something of a joke that damages the credibility of enforcement.
