Visited a buddy in Spokane a couple of summers ago for four days. First day we got there, the city was excavating a bunch of roads in the Spokane Valley for new paving. The roads were paved and completed when we left days later. As a longtime Calgarian this was totally foreign to me. For whatever reason Calgary staggers all their projects and leaves roads unpaved or curbs ready for cement for a couple of weeks of protruding manholes, bumpy transitions (nearly always poorly done), cones, etc. I'm sure they have an explanation but the reality is that it can be done much, much faster with lessoning the inconveniences on commuters.
