I drove home from Windermere yesterday, and despite the overnight snow the passes were all totally bone dry. Once you hit highway 1, past Canmore and everyone is now cooking along at 130km/h things seemed clear and fine. At Deadman's Flats there is a shady section that held onto its snow, and the traffic turned it to a layer of ice. I think we saw 4 vehicles that had collided and one in the ditch. It was a good reminder that the mountains are full of surprises, and winter tires early is better than winter tires late.

They don't check tires on 93 ever. But the situation I envision about the law is failing to have them, getting into an accident and having your insurer deny coverage because you "broke the law".
