You can get entry level burr grinders for $40-70 on Amazon, Costco or otherwise. Just don't buy blade grinders. They'll work fine and the coffee won't be any worse than the pre-ground coffee you were hoping to buy. You can also keep an eye out for a used burr grinder within your budgeet.

My in laws like the Shardor more. They think it's less messy than the Cuisinart because the Shardor grinds go into the chamber from above instead of the side like the Cuisinart.

You can also buy a hand grinder. I still quite like my Hario slim hand grinder and I take it on trips.

Bigger isn't always better. A large hand grinder is awkward to hold. I have a Hario skerton but it's kinda exhausting to grip. But I don't know how cheap with hand grinders you can go before the quality isn't good enough.
